MWOA – MPCA Meeting

March 15, 2001

Attendees:

MPCA – Lisa Thorvig, Leslie Goldsmith

MWOA – Jerry Balbach

Meeting was held to get the MPCA’s input on the future of operator training.  Lisa Thorvig indicated that the MPCA is very committed to continuing operator training.  They are working on a new method of funding that would allow them to meet their goals.  Operator training is included in those goals.  This new funding would also eliminate water quality fees.  Lisa indicated that the MWOA could support the MPCA with letters to the Legislature.  Leslie will provide us with the contact information.

If additional funding is not obtained, they would be forced to eliminate positions.  At this time, the staff that performs operator training would not be eliminated.  Biosolids would be eliminated.  The staff would be able to look for other positions within the MPCA.  I asked if they would be available to assist with training.  Lisa said it may be possible, but it would be doubtful.  The MPCA is concerned because the EPA is not showing support for the biosolids area.

Question was raised as to what would happen if Gene Erickson left the MPCA.  Lisa indicated that she hasn’t heard anything to indicate that Gene is leaving.  She again pointed out their commitment to operator training.  Their fine-tuning of the reorganization at the MPCA will not touch the training staff.  The only way they would cut training is if the funding is cut.

Lisa and Leslie both agree that if programs are cut, MWOA would need to pick up the training (biosolids).  They would allow MPCA staff to support MWOA Conferences.

MPCA appreciates our input and concern.  They want us to keep them informed and would like to receive a copy of letters to the Legislature, if we send them.

Respectfully submitted,

Jerry Balbach

Vice President, MWOA
